Davis's work centers on a recurring institutional problem: formal responsibility can remain in one place while consequential authority, information and practical control move elsewhere.

He develops the Institutional Authority Dynamics research program and leads BlackGuard LLC, where research-informed authority-and-control analysis is applied to bounded executive and institutional problems.

His approach combines systems thinking, governance analysis, public-policy engagement, public scholarship and disciplined source reconstruction. The commercial work is executive-facing; the academic architecture remains a distinct research enterprise.
